Filter by the service you need, then sort by review count. Shortlist three to five partners with a rating above 4.8 and enough reviews to mean something. Tier badges tell you about scale; reviews tell you what working with them is actually like. Ten minutes of reading real reviews beats every ranked list on the internet, ours included.
HubSpot ranks partners Gold, Platinum, Diamond and Elite. The tier measures how much HubSpot revenue a partner manages and how well they retain those clients, recalibrated every January and July. That makes it a useful signal for scale and client retention, and a useless signal for craft. A three-person Diamond team can outbuild a fifty-person Elite agency on your specific problem, and vice versa.
What tiers do tell you: an Elite or Diamond badge means real clients keep paying for HubSpot under that partner’s care, year after year. What they do not tell you: who exactly will work on your portal, and whether they have solved your problem before. That is what the seven questions below are for.

Honest version: if you run the free CRM or one hub with a simple funnel, you probably do not need an agency. HubSpot Academy plus a good freelancer will get you live for a fraction of the price. A partner starts paying for itself when the work spans multiple hubs, involves a migration or integrations, or when the portal already exists and quietly stopped telling the truth.
